The NPI comprises estimated emissions. The techniques used to estimate emissions have been variously approved by Australian, state and territory environment agencies but it is important to note that the accuracy of these estimates is likely to vary according to the technique used.
For the diffuse data in particular, comparative analysis of the data may be misleading, because jurisdictions may have used different approved estimation techniques.
Emissions data for facilities are those data provided by the facilities concerned. Diffuse data are the most up to date available. The diffuse data is not necessarily for the particular facility reporting year being examined. For example, diffuse data may be from a study completed in 1998-99 and the facility data from 2001-02.
The substances included in the NPI have been selected on the basis of their potential effects on health and on the environment and have a range of toxicities. A small emission may not necessarily imply insignificance. For example, emission of a small amount of a highly toxic substance may be of more concern than a larger emission of a less toxic substance.
