EPA Victoria commissioned this paper by Professor Ian Rae, in which the options for and legitimacy of incorporating greenhouse gas (GHG) emissions into the National Pollutant Inventory (NPI) are explored.

The paper was submitted as an agenda paper for consideration by the Environment Protection and Heritage Council Standing Committee in August 2004.

The options paper is intended to be an extension of previous work/reviews of the NPI program carried out to date, with a focus on the practical considerations and issues associated with the expansion of the NPI program to include greenhouse gas emissions.
