The NPI is being implemented as a National Environment Protection Measure (NEPM). NPI Measure was agreed by the National Environment Protection Council on 27 February 1998. All the Environment Ministers signed a Memorandum of Understanding (MOU) which formalised their agreement to implement the NPI in their jurisdiction in a nationally consistant manner with funding from the Commonwealth Government.
On 20 June 2000, the National Environment Protection Council, in accordance with the requirements of the National Environment Protection Council Act 1994 of the Commonwealth and the equivalent provisions in the corresponding Acts of the participating jurisdictions, varied the National Environment Protection Measure for the National Pollutant Inventory to delay the introduction of the Table 2 list by one year, commencing on 1 July 2001. From 1st July 2001, industry will be required to report against all 90 Table 2 substances.
